Germany’s Coordination and Competence Centre for the AI Act (KoKIVO)
In Germany, knowledge and resources relating to the AI Act will be pooled centrally with the particular aim of supporting the national market surveillance authorities and notifying authorities of the federation and the federal states by providing guidance and other services for the complex task of implementing the AI Act.
The Coordination and Competence Centre for the AI Act, with its expertise, staffing and organisational resources, will be responsible for coordination and advisory tasks relating to all aspects of the AI Act. The Centre will provide AI expertise to the market surveillance authorities of the federation and the federal states, avoiding the need for the authorities to develop AI expertise in their individual product sectors themselves and therefore saving a considerable amount of additional work. This support will include sharing extensive expertise on the technical functioning of AI, assessing the opportunities and risks posed by AI, and sharing informed knowledge of the safe and responsible use of AI.
Tasks
The Coordination and Competence Centre will likely have the following range of tasks:
- Supporting the competent national market surveillance authorities and notifying authorities in their complex decision-making activities under the AI Act by providing technical expertise upon request.
- Coordinating cooperation between the competent national market surveillance and notifying authorities with the aim of delivering consistent answers to horizontal legal questions.
- Sharing technical knowledge – for the performance of other tasks under the AI Act as well – gained in particular through participation in national and international technical standardisation activities in the field of AI.
- Supporting work on drawing up codes of conduct within the meaning of Article 95(2) of the AI Act to aid businesses and organisations not developing high-risk AI systems; these codes of conduct are voluntary pledges beyond the requirements set out in the AI Act.
