De­ter­mi­na­tion of price ceil­ings for 2026 auc­tions for on­shore wind and roof-mount­ed so­lar

The Bundesnetzagentur has today published two determinations setting price ceilings for auctions to be held in 2026. The price ceiling for the onshore wind auctions has been set at 7.25 cents per kilowatt hour (ct/kWh). The price ceiling for the auctions for roof-mounted solar photovoltaic (PV) systems is 10.00 ct/kWh.

“The new price ceilings create a framework enabling a large number of bidders to take part in the auctions. The ceilings are lower than in 2025. This is due to the decrease in the forecast levelised costs of electricity and due to the high level of competition in the latest auctions,” said Klaus Müller, President of the Bundesnetzagentur.

Price ceilings lower than in 2025 in view of market dynamics

The price ceilings that have been set for 2026 are slightly lower than those for 2025. The new price ceilings take into account the decrease in the forecast levelised costs of electricity and the results of the latest auction rounds. Without the Bundesnetzagentur’s determinations, the ceilings would revert to the considerably lower limits set in the Renewable Energy Sources Act (EEG), which would not have been adequate for the majority of the systems.

The Bundesnetzagentur has not set any price ceilings for the auctions for ground-mounted solar PV systems or the innovation auctions to be held next year. The ceilings under the EEG will be applicable to these auctions. The price ceilings for each of the auctions for ground-mounted solar PV systems will be based on the previous three auction rounds. A ceiling of 7.13 ct/kWh will be applicable to the innovation auctions. The results of the auctions indicate that a high level of competition is possible in each case with these price ceilings, which is why the Bundesnetzagentur decided not to set new ceilings for these auctions.

The price ceiling is the maximum price that can be bid in an auction. The aim of setting ceilings is to provide for adequate bids, while preventing excessive bids that are not based on the actual levelised costs of electricity when there is a lack of competition.

Each determination is applicable to the auctions to be held in the next twelve months. This means that they will also apply to the auctions closing on 1 February 2026. The Bundesnetzagentur has published the determinations online (in German):

The Bundesnetzagentur will examine at the beginning of 2026 whether it will be necessary to set price ceilings for next year’s biomass and biomethane auctions.
