Preface

Dear reader,

Regulation of the power and gas supply networks, regulation of telecommunications and posts, frequency regulation and number administration are regulatory tasks. The goals of regulation are defined in the Energy Industry Act, the Telecommunications Act and the Postal Act.

The Federal Network Agency for Electricity, Gas, Telecommunications, Post and Railway is an independent higher federal authority under the Federal Ministry of Economics and Labour, headquartered in Bonn. On 13 July 2005 the Regulatory Authority for Telecommunications and Posts (RegTP), which had originally emerged from the Federal Ministry for Posts and Telecommunications (BMPT) and the Federal Office for Posts and Telecommunications (BAPT), was renamed Federal Network Agency; it is also root Authority under the Digital Signature Act.

The Federal Network Agency maintains a home page with a comprehensive content on subjects of general interest. However, official organ of the Federal Network Agency is its Amtsblatt (Official Gazette) in which inter alia all publications prescribed by the legislator on the subject of electricity, gas, telecommunications and post are published in the form of Administrative Orders and Communications. Furthermore, all service providers active in the telecommunications and postal sectors may publish the general terms and conditions relating to their service offer in a non-official part of the Gazette. Such publications are subject to a fee.

The list of publications presented here contains a number of information sheets that may be downloaded and others that are made available against payment of a charge. These include, for example, terms and conditions pertaining to frequency assignments, type approval requirements (interface descriptions) for the connection of equipment to public networks, and radio applications under the Telecommunications Act and the Radio and Telecommunications Terminal Equipment Act (FTEG). Some publications are also available in English. The list also contains references to national and international bodies providing standards, standard descriptions, etc.
