RE­MIT

The Bundesnetzagentur works together with the Market Transparency Unit for Wholesale Electricity and Gas Markets to ensure a transparent and fair wholesale energy market. It monitors the ban on insider trading and market manipulation under REMIT.
Its tasks include market participant registration, enforcing data reporting obligations and taking appropriate measures in the event of any non-compliance.

Registration

Registration with the Bundesnetzagentur for an ACER code takes place online via the CEREMP (Centralised European Register of Energy Market Participants) registration portal provided by ACER (Agency for the Cooperation of Energy Regulators).

Pursuant to Article 9 of the EU Regulation on wholesale energy market integrity and transparency (REMIT), market participants whose registered office is in Germany or who are located in Germany must register with the Bundesnetzagentur. Following successful registration, they receive an ACER code, which is required for identification at ACER and in the wholesale energy market. If market participants do not comply with this obligation, or not in a timely manner, whether intentionally or through negligence, or if they register with more than one national regulatory authority, this conduct will be treated as a regulatory offence pursuant to section 95(1d) paras 1 and 2 of the Energy Industry Act (EnWG). The Bundesnetzagentur is the competent administrative authority for conducting the corresponding regulatory offence proceedings.

The regulatory authorities forward the data from their national registers to ACER, which then draws up a European register of market participants. The publication of this register increases transparency in the wholesale energy market. It also gives market participants access to the data they need to complete their registration. The European register was first published by ACER on 17 March 2015 and continues to be updated regularly.

CEREMP registration portal

Registration fee: Registration under REMIT is liable to a charge pursuant to section 91(1) para 10 EnWG. In line with the schedule of fees under the Energy Industry Act Cost Ordinance (EnWGKostV), there is a one-off charge of €350.
