The gradual phasing out of nuclear energy, the ambitious renewable energy targets and the growth of electricity trading in Europe mean that a major expansion of the German extra-high voltage grid and gas transmission system will be necessary over the coming years to ensure security of supply and to implement Germany's energy policy, the Energiewende
Just as important as having reliable transmission systems, however, is having sufficient generating capacity that is both satisfactory and reliable for present energy consumption and the future energy needs foreseen by the network expansion.

The Bundesnetzagentur therefore keeps a list of power plants of a certain size that provides the basis for scenario frameworks for the network development planning.
