No­ti­fi­ca­tion re­quire­ment

Operators of licence-exempt postal services are required to notify the Bundesnetzagentur when they commence, change or cease operations. Supplementary information about cross-border parcel delivery services is set out in Regulation (EU) 2018/644.

Please use the online form for your notification.
You can enter your details in the form, attach any documents and then submit everything online to the Bundesnetzagentur. If you have a 'Bund.de' user account, you do not need to print out and sign the notification. All the necessary data protection provisions have been complied with.
Alternatively, you can complete and send the form on paper.

Activities with a notification requirement

Conveyance of

  • letters weighing up to 1,000 g and smaller goods items that fit through letterboxes
  • addressed parcels up to 31.5 kg
  • books, catalogues, newspapers or magazines if conveyed by companies also that also convey letters, smaller goods items or addressed parcels up to 31.5 kg.

Courier service

  • in accordance with section 5 PostG, these courier items are constantly accompanied and the courier can track and access individual items at any time as necessary.
Important: Individual processing steps of the conveyance chain are also subject to a notification requirement. This includes accepting, handing over, sorting, forwarding, transporting or delivering postal items. The postal service can be provided in a retail outlet, a parcel shop or somewhere similar, or it may be purely a transport service.
