Coun­cil of Eu­ro­pean En­er­gy Reg­u­la­tors

The Bundesnetzagentur has been a member of the independent Council of European Energy Regulators (CEER) since 2004. CEER acts as a platform for the exchange of information on all issues of relevance to its members, such as consumer protection, regulatory aspects of retail markets, promoting renewable energy, and international cooperation.

CEER is an association under Belgian law. CEER acts as a platform for exchange between its members on all relevant issues that do not fall under the responsibility of the Agency for the Cooperation of Energy Regulators (ACER).

The Bundesnetzagentur is represented in the working groups that deal with the various topic areas. CEER also draws up its own position papers, holds forums and meetings, and communicates with other bodies involved in the energy market such as the European Commission, ACER and BEUC (The European Consumer Organisation). In October 2020, CEER and BEUC jointly published their 2030 Vision for Energy Consumers, which put the spotlight on consumer protection.

Dr Annegret Groebel (Head of the department for international relations/postal regulation at the Bundesnetzagentur) has been the President of CEER since 2019. Representatives from the Bundesnetzagentur lead various working groups and work streams.

Tasks

CEER's overarching aim is to facilitate the creation of a single, competitive, efficient and sustainable internal market for gas and electricity in Europe. CEER acts as a platform for cooperation, information exchange and assistance between the national energy regulators and as their interface at EU and international level. CEER works very closely with ACER on EU issues.

Through its membership in the International Confederation of Energy Regulators (ICER), CEER strives to bring together associations from across the globe to share information and experiences.

Organisation

CEER's organisational structure comprises various working groups under the umbrella of the General Assembly.
