The Bundesnetzagentur's activities

Agency for the Cooperation of Energy Regulators (ACER)

The Agency for the Cooperation of Energy Regulators (ACER) began its operational activities in 2011. ACER monitors Europe's energy markets and coordinates cooperation between the regulatory authorities. The Bundesnetzagentur takes an active part in ACER's various bodies and ensures that its interests are represented in particular within ACER's Board of Regulators and various working groups.

Council of European Energy Regulators (CEER)

The Bundesnetzagentur has been a member of the independent Council of European Energy Regulators (CEER) since 2004. CEER acts as a platform for the exchange of information on all issues of relevance to its members, such as consumer protection, regulatory aspects of retail markets, promoting renewable energy, and international cooperation.

EU forums

Against the backdrop of increasing liberalisation, the European Commission set up various forums for the exchange of views between interested groups:

The forums provide a regular meeting place for representatives of regulatory authorities, ministries, electricity and gas transmission system operators, suppliers, traders, consumer groups and other stakeholders to discuss issues relating to the cross-border exchange of electricity and gas. The Bundesnetzagentur regularly takes part in these discussion forums.

International Confederation of Energy Regulators (ICER)

The International Confederation of Energy Regulators (ICER) holds the World Forum on Energy Regulation (WFER) every three years. These gatherings of energy regulators have taken place in various countries including the US, Canada, Italy and, most recently in 2021, Peru. The forums provide a platform not only for one of the most internationally important conferences on energy regulation issues, but also for an intensive exchange among energy regulation experts, training sessions on regulated markets and their institutions, and panel discussions on various issues.

The issues discussed are almost always of key importance for the Bundesnetzagentur's regulatory tasks. The Bundesnetzagentur is therefore both involved in the preparatory work for the forums and present at the forums themselves. The Bundesnetzagentur is usually represented by Dr Annegret Groebel, Head of the department for international relations/postal regulation and President of CEER. Dr Groebel is also a member of ICER.

Against the background of European energy policy, projects of current interest (PCI) have been defined.

International delegations and visitors

Since its scope of responsibilities was extended into the field of energy regulation, the Bundesnetzagentur regularly welcomes international delegations to provide an insight into the regulatory framework accompanying the energy transition in Germany and Europe. The Bundesnetzagentur offers visits to its offices and online events, during which the Bundesnetzagentur's experts are available to discuss and explain regulatory strategies and practices for the energy market.
