European Regulators Group for Postal Services (ERGP)
On 10 August 2010 this advisory group was established by a decision of the European Commission as a brains trust. It has been in operation since 2011; on 1 December 2010 the foundation meeting took place in Brussels, during which the Rules of Procedure were adopted, the Chairman and the Vice Chairman were elected and the first work program was approved. The Bundesnetzagentur's experts participate in the work of this group of postal regulators at European level.
European Conference of Postal and Telecommunications Administrations (CEPT)
The European Committee for Postal Regulation (CERP) - as a committee of the European Conference of Postal and Telecommunications Administrations (CEPT) - is responsible for regulatory issues in the postal sector. Based upon the agreement of the Federal Ministry for Economic Affairs and Energy the Bundesnetzagentur takes part in this committee and shares its experience of many years of regulatory practice in cooperating with the Universal Postal Union.
Universal Postal Union (UPU)
Based upon the agreement of the Federal Ministry for Economic Affairs and Energy the Bundesnetzagentur takes part in the work of the Board (sovereign and regulatory issues) and the Postal Operations Council (operational implementation of the Universal Postal Convention) of the Universal Postal Union. It is involved in particular in the area of regulatory issues.
European Committee for Standardization (CEN)
The Technical Committee 331 of the European Committee for Standardization (CEN) develops standards for the postal sector. Working Group 1, which is, from a regulatory perspective, of particular importantance, develops standards for quality measurement. In the beginning of 2008 the Working Group revised the standard for time measurement (EN 13850), whose application is mandatory in the EU. This was necessary in order to allow Member States to apply the current standard after an opening of the market with several market participants.
