Cooperation with regulatory authorities

In the area of ​​market regulation of electronic communications networks and services, the Bundesnetzagentur is a member of the Independent Regulators Group (IRG) and the Body of European Regulators for Electronic Communications (BEREC). Cooperation with other regulatory authorities is mainly done by cooperation in European organizations on both working and and management level, and bilaterally in a direct exchange of experience with other national regulators, including the Federal Communications Commission (FCC) of the United States of America.

Cooperation with the European Commission

At European level, cooperation with the European Commission is particularly important for the Bundesnetzagentur; e.g. with the fulfillment of the reporting requirements and the participation in the Communications Committee (COCOM). This committee assists the Commission in exercising its executive power as well as in the regulation of the .eu top level domain. The reporting requirements include the collection of data for the implementation reports (Digital Agenda Scoreboard) on the telecommunications sector and on broadband deployment. In addition, there is also the implementation of the consultation and consolidation procedures under Article 32 and 33 of the European Electronic Communications Code (EECC), which is a key element of the current regulatory framework.

Frequencies and technical regulation

In the area of ​​spectrum management and technical regulation, the Bundesnetzagentur's relevant departments take part, on behalf of the Federal Ministry for Digital and Transport, in the European and international organizations of international frequency coordination, such as the European Conference of Postal and Telecommunications Administrations (CEPT), particularly in the Electronic Communications Committee (ECC), and ITU-Radiocommunications (ITU-R). The Bundesnetzagentur also participates in the European and international organizations for technical cooperation, e.g. the European Telecommunications Standards Institute (ETSI) and in the ITU branch for standardization of telecommunications (ITU-T).
