Cooperation with regulatory authorities
In the area of regulation of the markets for electronic communications networks and services, the Bundesnetzagentur is a member of the Independent Regulators Group (IRG) and the Body of European Regulators for Electronic Communications (BEREC). The Bundesnetzagentur cooperates with other regulatory authorities primarily through its participation in European organisations at working and management level and bilaterally through a direct exchange of experience with other national regulatory authorities such as the American Federal Communications Commission (FCC).
Cooperation with the European Commission
At European level, cooperation with the European Commission – through fulfilling reporting obligations and participating in the Communications Committee (COCOM) – is also particularly important to the Bundesnetzagentur. COCOM supports the Commission in exercising its executive power in the legal framework and in regulating the .eu top level domain. The reporting obligations primarily involve collecting data for the implementation reports (Digital Agenda Scoreboard) under the package of directives for broadband rollout and the telecommunications sector. Another key element of the current regulatory framework is carrying out the consultation and consolidation procedures under Articles 32 and 33 of the European Electronic Communications Code (EECC – Directive (EU) 2018/1972).
Spectrum and technical regulation
The departments responsible for spectrum and technical regulation take part on behalf of the Federal Ministry of Economic Affairs and Climate Action (BMWK) and the Federal Ministry for Digital and Transport (BMDV) at European and international level in spectrum coordination activities within, for example, the European Conference of Postal and Telecommunications Administrations (CEPT), and especially the Electronic Communications Committee (ECC), and the ITU Radiocommunications Sector (ITU-R), and in technical cooperation activities within, for example, the European Telecommunications Standards Institute (ETSI) and the ITU Telecommunication Standardization Sector (ITU-T).
The Bundesnetzagentur also participates not least in activities within the "ITU Telecommunication Development Sector" (ITU-D).
