Ruling chamber 1 - President's chamber

Ruling chamber 1 is responsible for matters concerning the telecommunications and postal universal services and radio spectrum scarcity

The tasks of Ruling chamber 1 comprise the following:

market definition and market analysis proceedings (sections 10, 11 of the Telecommunications Act (TKG))
setting the conditions for awarding frequency in the case of spectrum scarcity (sections 55(9) and 61 TKG)
release of spectrum for spectrum trading (section 62 TKG)
imposition of universal service obligations for telecommunications (section 81 TKG)
imposition of universal service obligations for post (sections 13 and 14 of the Postal Act (PostG))
