Mobile providers required to negotiate MVNO access

The Bundesnetzagentur has reached a decision in a dispute resolution procedure that mobile virtual network operators (MVNO) may invoke the service provider arrangements in the assignment notices in connection with the 2019 spectrum auction. Mobile providers are thus required to negotiate with these companies with the aim of concluding an agreement on an MVNO access.

Decision encourages more innovative services

Innovate services will benefit from the decision. The negotiating parties have been given extensive leeway in their negotiations on the requested service.

The French mobile company Transatel contacted the Bundesnetzagentur with respect to a dispute resolution procedure. Transatel plans to offer services in Germany with Transatel SIM cards.

Transatel operates a virtual mobile network in various EU Member States, including France, and offers mobile services worldwide in such areas as machine to machine (M2M) and the Internet of Things (IoT).
