Mobile network measurement week across the country
Year of issue 2025
Date of issue 2025.05.23
Finding communication gaps together: the first national measurement week of mobile networks (“Mobilfunk-Messwoche”) is taking place from 26 May to 1 June 2025. The measurement week is a joint initiative of the federal government, federal states and local authorities.
"A successful result from this measurement week depends on us getting a clear overview of coverage gaps and performance so that we can act faster. That is why it is important for as many people as possible to take part. Together we will create an up-to-date picture of network availability – and thus provide a database for better mobile coverage overall,"
explained Dr Karsten Wildberger, Federal Minister for Digitalization and Government Modernization.
"I have a particular focus on urban areas and agriculture. Full digital coverage is a basic requirement of our present-day agricultural operations with their manifold digital applications – ranging from the precise application of fertiliser to real-time livestock monitoring,"
stated Alois Rainer, Federal Minister of Agriculture, Food and Regional Identity.
"We are delighted to support the first nationwide measurement week. If a large number of people use our app, their data will ensure that mobile coverage is well documented. The results will enable us to better evaluate local conditions. By taking part, everyone is helping to achieve the best possible mobile coverage,"
said Klaus Müller, President of the Bundesnetzagentur.
Users can use the Bundesnetzagentur’s broadband speed checker/dead spot app to measure the availability of their mobile communications network. They then save the level of network availability, whether no network, 2G, 4G or 5G, on their smartphone. The data is then forwarded anonymously from their mobile phone to the broadband speed checker and processed into an accessible online map. This map is updated weekly. The data that is collected during the measurement week will undergo a separate supplementary evaluation following the end of the measurement week.
The map and further information on the app can be found on the broadband speed checker website (https://breitbandmessung.de (in German)).
Coverage in Germany
At present the level of 4G wide-area coverage from at least one mobile network operator in Germany is 97.53%. 5G coverage is already available in more than 93.85% of Germany from at least one network operator, with 5G coverage increasing particularly strongly in recent years. Just under 14% of the country’s surface area are designated as grey spots. These are areas where 4G or 5G coverage is available from at least one but not every network operator. Not-spots account for 2.10% of Germany’s area where so far neither 4G nor 5G coverage is available.
Mobile communications monitoring
Mobile communications monitoring collects all the relevant data on mobile communications coverage in Germany. The Bundesnetzagentur’s interactive mobile communications map shows current mobile coverage in Germany from a consumer perspective. The data for the mobile communications maps are provided by the four operators of the public mobile networks, Deutsche Telekom, Vodafone, Telefónica Deutschland and 1&1, in line with the Bundesnetzagentur's requirements.
The Bundesnetzagentur carries out a plausibility analysis of the data, which amongst others takes account of the results of the smartphone measurements. In addition, the data are checked using the results of random measurements by the Bundesnetzagentur’s own radio monitoring and inspection service. The data is updated quarterly.
The mobile communications monitoring data are published at https://gigabitgrundbuch.bund.de (in German).
