Re­sults of the auc­tions for biomass and biomethane plants that closed for bids on 1 April 2025

The Bundesnetzagentur has today announced the results of the auction for biomass plants that closed for bids on 1 April 2025. The biomass auction was again significantly oversubscribed.

"With a bid capacity of nearly three times the auction volume, there was again strong competition in the auction for biomass plants," said Klaus Müller, President of the Bundesnetzagentur.

No bids were submitted again in the biomethane installation auction that closed on 1 April 2025.

Auction for biomass plants significantly oversubscribed

The auction was for a volume of 187 megawatts (MW). A total of 685 bids with a volume of 543 MW were submitted. There were eight bids totalling 5 MW for new installations and 677 bids with a total volume of 538 MW for existing plants.

Some 244 bids were awarded: two awards covering 0.3 MW went to new installations and 242 awards covering 187 MW to existing plants. The prices of the successful bids ranged from 12.34 cents per kilowatt hour (ct/kWh) to 17.19 ct/kWh. The average volume-weighted award price in this round was 16.53 ct/kWh, well below that of the previous round (17.33 ct/kWh). The trend of falling award prices thus continues. Some 83 bids had to be excluded from the procedure.

The federal states with the largest volumes awarded were Bavaria (94 awards with a combined volume of 64 MW) and, with significantly lower volumes, Lower Saxony (36 awards and 34 MW) and Baden-Württemberg (50 awards and 32 MW).

The biogas package entered into force on 25 February 2025, introducing rules that create greater incentives for biogas plants to operate flexibly and also give priority in awards to biogas plants connected to a heating supply installation. The application of these rules is largely subject to approval from the European Commission under State aid rules. As this had not been received by the bid deadline, the amendments were not yet applied in the course of the current auction round.
