Bundesnetzagentur publishes annual report on broadband speed tests

The Bundesnetzagentur has today published its ninth annual report on broadband speed tests (Breitbandmessung).
"I’m pleased that the network operators are pushing ahead with the 5G rollout. More and more mobile customers are benefiting from very high speeds. We have taken account of these developments for the first time in the annual report and have analysed the results for the individual technologies. There are clear differences between 4G and 5G, with 5G achieving better results,"
said Klaus Müller, President of the Bundesnetzagentur.
Results for fixed and mobile broadband connections
The proportion of fixed broadband users whose connection had a download speed of at least half their contractually agreed maximum speed was 86.5% (2022/2023: 85.5%). The proportion of users whose connection had a speed equivalent to or higher than their contractually agreed maximum speed was 45.2% (2022/2023: 43.5%). The results are therefore again better than the year before.
There was another increase in the proportion of 5G measurements by mobile broadband users. 5G accounted for around 44% of the tests taken into account in the annual report (2022/2023: 28.5%). 5G makes it possible to achieve very high data transmission rates that are sometimes well over the contractually agreed estimated maximum of the relevant tariff; providers do not put a limit on the data transmission rates that can be achieved with very high bit-rate tariffs.
For the first time, the report makes a distinction between 4G and 5G and between low and high bandwidth categories for 5G. This means that a comparison with the previous year’s results is no longer possible.
Updated maps
The distinction between the individual mobile technologies also has consequences for the maps illustrating the broadband speed test results. For fixed broadband, both the absolute measured data transmission rates and the rates as a proportion of the agreed rates for each provider will continue to be shown, while for mobile broadband the focus will only be on the absolute measured data transmission rates at network operator level. The results for fixed and mobile broadband will therefore be shown on separate maps in future.

Speed test results do not allow conclusions on broadband coverage
The test results depend on the tariffs agreed between the users and their providers. It is therefore not possible to draw conclusions from the broadband speed test results about broadband coverage or the availability of broadband internet access. Rather, the tests show if the providers supply their customers with the contractually agreed bandwidth.
Annual report on broadband speed tests
The ninth annual report covers the period from 1 October 2023 to 30 September 2024. A total of 276,081 valid tests by fixed broadband users (2022/2023: 305,035) and 562,305 valid tests by mobile broadband users (2022/2023: 563,363) were taken into account in the report.
