Digital Services Coordinator publishes 2024 activity report

The Digital Services Coordinator (DSC) at the Bundesnetzagentur has today published its first activity report. The DSC was set up in May 2024 to ensure compliance with the European Digital Services Act (DSA) alongside other competent authorities. It presents an annual activity report to the German Bundestag and Bundesrat.
Over 800 complaints
In 2024, 824 complaints of possible infringements of the DSA were received via the DSC complaints portal. Complaints about intermediary services are processed in the EU country in which the service is established or has a registered representative. The DSC at the Bundesnetzagentur forwarded a total of 87 complaints to DSCs in other EU countries.
Four proceedings started
By the end of the 2024 reporting period, the DSC had initiated four administrative proceedings against intermediary services in its area of competence.
It also played an active role in the European Commission’s actions against AliExpress, Temu, TikTok and X in 2024. It was involved in investigating the circumstances, consulted with the European Commission and supplied findings from Germany.
Certifications
The DSC certifies out-of-court dispute settlement bodies and trusted flaggers that meet the requirements of the DSA. It certified User Rights GmbH as the first out-of-court dispute settlement body in August 2024. In October 2024 it certified the REspect! reporting centre of the youth foundation for Baden-Württemberg as a trusted flagger.
Tasks of the Digital Services Coordinator
The DSC, based at the Bundesnetzagentur, is the central coordinating body for enforcement of the DSA in Germany. It monitors intermediary services, including online platforms, for compliance with their obligations. It acts as a central point for complaints by online users about infringements of the DSA and coordinates cooperation between competent authorities in Germany and the EU.
The DSC works with the other competent authorities in Germany, the European Commission and the DSCs of other Member States to enforce the DSA.
